Research provides a clear understanding of predatory contracting as a standard of practice. Whether morally, ethically or illegally instituted; it is a common practice within the construction industry. It is often camouflaged and concealed by exceeding minority participation goals. Often, the construction community asks: "Why are there no qualified minority contractors?" Others ask: "Why aren't any minority contractors emerging from this construction environment?"
