Certain situations require that we must break a command in the Torah (Law of Moses) in order to follow another. In the Bible, both in the TeNaKh (Old Testament) and the New Testament, situations are cited where two commands conflict. In those cases, do we have a Biblical understanding of which one to obey and which one to disobey? For example, if the Government commands you to bow to an idol, are we to follow what the human authority says as commanded by Scripture and violate the command against idolatry, or vice versa? This situation happened in Daniel 3, and these types of dilemmas happen more often than we like to admit. In Daniel 3 the king makes a giant idol and commands everyone to bow down to it. The issue then in Daniel 3 was, do you violate the command against idolatry or the command to obey the government? Both are commands from the Father and thus to do either would normally be a sin.The Bible actually tells us the precedence of commands, so that we can know the answer to this in any given situation.
