Japanese law has an answer, and it is more capable than most managers realize: workplace superiority is assessed functionally, not by job title. A person with no managerial rank at all can hold it, and the courts have said so.

But the law's machinery runs on complaints, and the complaints mostly never come. In the most recent national survey, fewer than one worker in twenty who experienced power harassment used the consultation desk every employer in Japan is legally required to provide. Two-thirds of those who stayed silent said nothing would be solved whatever they did. Where employers did know, more than half did nothing in particular.
