During the World Summit for Social Development in 1995, UNESCO organized a Round Table, in collaboration with the Comparative Research Programme on Poverty (CROP), to discuss the problem of promoting participation of the poor in civil society. This volume contains the proceedings of that Round Table. It argues that a true civil society will only come about when the large constituency of the poor are empowered.
