When Reynolds ran for President and won he had them take over Combined Security Services (C.S.S.).

Now Ace had been asked to serve as Vice President under Reynolds. Ace's agreement was that he would report only to Reynolds. C.S.S. became the ultimate black ops agency in the U.S. arsenal. It was feared similar to the Hashashin group used in the 13th century for control of national politics.
