Drawing on RAND's extensive work in military personnel management, this paper identifies potential planning and analysis tools that might be adapted to address the some of the recruiting and retention challenges faced by law enforcement agencies. Many major police departments face ongoing challenges in recruiting and retaining police officers. Heightened concern about terrorist attacks has exacerbated this problem by increasing demands on local law enforcement agencies. One way to address this is to develop a force management plan that focuses on future demand for personnel and creative sources of supply. This study outlines key issues that a local police department should address in planning for future personnel needs.
