Shipped to France, the stolen objects are offered to Empress Eug nie, who creates the Chinese Museum at Fontainebleau. Victor Hugo publicly denounces this pillage, calling France and England "bandits." Chinese diplomat Pin Chun demands the return of the treasures, prophesying that China will never forget this humiliation. The novel explores the tormented consciences of its characters confronting the hypocritical transformation of pillage into "cultural preservation."
