The state forms its own state legal space, which is tax, tribute, and the people themselves become gradually this space, measured by the volume, quantity and quality of tribute. The artificial world in Russia and the world, controlled by the global transnational financial system, forces people, social groups to exchange "time of life" for money or numbers. The top of the artificial world is a digital artificial "reality". Today in Russia it is possible to purify legal relations from alien elements of other legal systems and digitalization, thus approaching the formation of real social justice, combined with the inherent morality and conscience of our people, especially in such a sensitive area of life as housing, utilities, the growth of tariffs on resources for citizens.
