After the death of her mother, Annie Hawkins is sent to reside with her aunt until she turns eighteen. The seventeen-year-old knows almost nothing about her estranged relative, other than that she lives on a tiny island located many miles off the coast of Florida.

Upon her arrival, Annie learns that there's something odd about the people on the island. Instead of functioning as a fair democracy, strict religious doctrine rules the land. This means that as a queer person, Annie isn't safe.

During her first day there, she meets Hester Payne, her aunt's next door neighbor. Hester is just as attached to her religious beliefs as everyone else in town, but that doesn't stop her from being attracted to Annie.

A romance ensues, but if the two young women have any chance of being together, they must escape a cult of God-fearing extremists.
