Roughly a century into the future, mankind lives on Earth, the Moon, and Mars. But the existence of mankind is tenuous. The population has declined, and Earth has fallen under the dictatorial rule of Horus, an alien of unknown origins. Bill Gram leads the Outcasts, a clandestine group working for Reverend Omegastadt on the Moon. Gram is a very successful operative, having established a cover on Earth. But never have the stakes been this high. The daughters of the President of Mars have been kidnapped, and the Outcasts realize that if Earth and Mars go to war, the Moon will be caught in the middle of warfare that could wipe out humanity. It is on this mission that Bill Gram finds out what it's like to be limited. It's his first step on the path to becoming a god.
