Operational Study of Asylum Policies in France

The research question addressed by this study can be summarized as follows: Do recent regulatory and organizational changes to the reception system for asylum seekers in France have an impact on the rules and purpose of social and legal support provided in CADA centers? To either refute or confirm this impact on the nature of support, this study will examine, in turn, the reception system and the changes that a CADA has undergone since its creation (2002) up to August 2010, thereby defining the temporal scope of the study. However, this study is limited to the French national context and does not address current trends in asylum and immigration in Europe or the international migration framework. The rules and their meanings have shifted in recent years, particularly since the beginning of Nicolas Sarkozy's first five-year term. This is true both in Europe-where France led the adoption of the Pact on Immigration and Asylum by all European states-and within France itself, through the transposition of all European directives and the consolidation of texts related to asylum and immigration into a single code, the CESEDA.
