On the banking of civil servants' salaries

The announcement of the process of banking in the Democratic Republic of Congo raised a lot of hope among the majority of state employees. For them, it was the ideal opportunity to resolve the many salary disputes they had with the traditional payroll system: on the one hand, the appearance of fictitious agents on listings, and on the other, the persistence of unpaid, underpaid and new unit staff, etc. What is the assessment several years after the process was launched? Has the involvement of micro-finance institutions produced the expected results in relation to the above-mentioned problems? Numerous testimonies attest to the merits of the new method of payment of state salaries to civil servants through the banking circuit, particularly in terms of respecting the payment deadline. Nevertheless, some people are stigmatising the reappearance of the same ills that were previously decried and that justified the introduction of the new system.
