As of 2008, the office employed 170 people. The Office of the President was created by a presidential decree by Franjo Tuđman in January 1991. The Office is headed by a Chief of Staff appointed by the president. Structure of the office is determined through regulatory documents formulated by the president, however the Constitutional Court of Croatia recently demanded the Parliament of Croatia to enact legislation which would regulate functioning of the office. The office of the president is headquartered in Presidential Palace in Zagreb.
