The book is a comedy and more than that. It is about drunks and other troubled people from various classes, the gayety, conflicts, how they live, work, think and especially how they intermingle. Eventually, all the people will be drawn together in a gathering of misfortune in a raft-like structure floating down a storm surging river. During the great flooding storm, the character, Edward devises a plan to use a dam's emergency release to wash away the dire poor and their shambling neighborhood of Wet Bottoms. His scheme is to buy the riverfront property for little or nothing. Eventually, everyone gets even with Edward and his humiliation and fate is beyond severe, yet comical.
