Museum heists, stolen diamonds, photographs of ghosts, scheming trillionaires, cannibals, and threats from the Senate Collective all have one common thread - Rose and her colleagues. In over their heads and stalked by a psychopathic teenage girl and an Englishman with glitchy fingers, Rose and her friends discover that something is unnatural in Hope City - something that might not be completely of this world.
