The ontological status of consciousness and the fundamental architecture of the universe persist as central, unresolved challenges in both scientific inquiry and philosophical analysis (Alpher, Bethe, & Gamow, 1953; Chalmers, 1996). Within the framework of mainstream neuroscience, consciousness is predominantly treated as an emergent property of neurobiological complexity-arising from the high-order integration of neuronal signals within cortical and subcortical networks (Tononi, 2004; Dehaene, 2014). Concurrently, the prevailing models in classical physics conceive of the universe as a closed, mechanistic system governed by deterministic laws and initial conditions, largely divorced from subjective experience (Einstein, 1916; Hawking, 1988).
However, increasing convergence across multiple disciplines-including quantum physics, cybernetics, complexity science, and artificial intelligence-has catalyzed the reexamination of these reductionist paradigms. As foundational assumptions about matter, causality, and information evolve, a new cosmological framework is beginning to emerge, one that posits consciousness as an integral, systemic component of the cosmos itself, rather than an incidental epiphenomenon of biological brains (Barrow & Tipler, 1986; Penrose, 1994).
Among these alternative frameworks, panpsychism has gained renewed attention. It posits that some form of proto-consciousness is a fundamental property of all physical systems, thus circumventing the "hard problem" of how qualitative experience arises from non-conscious substrates (Goff, 2017; Strawson, 2006). From this perspective, mind is not an exception in the universe, but a rule manifest in varying degrees of complexity across scales.
The present study proposes an integrative synthesis drawing from panpsychism, systems theory, and artificial intelligence (AI). We posit that what we refer to as "consciousness" may be the experiential correlate of systemic information integration and recursive self-organization, properties that appear at multiple levels of complexity-from quantum interactions to planetary ecologies and even galactic-scale dynamics. We term this approach the noogenetic paradigm, invoking the generative interplay between nous (intelligence) and genesis (emergence).
