In the story of Noah humans continue their downward path toward violence and anarchy. Adam and Eve had disobeyed God and eaten the apple. Cain killed Abel. Now humans have taken to eating each other for food.

This saddens God so much that He regrets His creation and He decides to destroy everything by the flood and start all over - everything except a small remnant and the only virtuous man.

Then even Noah goes on to disappoint God. So God gives up on Man's ability to act justly.

He tries something else: Laws enforced and punishable by whom else? His creation, Humanity.
