PUBLIC LIBRARY DVD not in good condition

The DVD wasn't in good condition. As a matter of fact, it's clearly marked as having been from a PUBLIC LIBRARY. It's scratched to the point that I'm afraid to put it in my DVD player and hoping that it won't skip.
