The growing inequality between China's rural and coastal regions strains the Communist Party's hold on power. As the Chinese people struggle to hold their country together, a demonstration in Hong Kong captures the attention of the world. The Chinese government sends a brutal general to suppress it; triggering a civil war that will engulf the Chinese nation, and force its neighbors to intervene. In the massacre that follows; Britain deploys the 3rd Royal Marine Commando Brigade to Hong Kong. The American President, hampered by blackmail, directs the head of US Pacific Command to neutralize China's nuclear arsenal, and try stabilize the situation while minimizing US involvement. The Russian government carries out a plan to create a puppet government that can secure its border with China. In the midst of the crisis, the member nations of ASEAN bankroll a group of rebels called the "New China Forces", and place a mysterious former Thai policeman at its head. The man is simply known as the "the Colonel", and his experience fighting organized crime and narcotics in south east Asia makes him the perfect man to navigate the fluid situation in China for his own ends. Challenging the "the Colonel" is Ian Sanderson, the Commander of the 3rd Commando Brigade. He will embark on a humanitarian mission that will test his men, his abilities, and his conscience.
