The title attributed to this work of the mind derives its importance from the pre-electoral context, in the run-up to the February 25, 2024 Presidential election, which is capturing a lot of attention and pinning many energies on one position or another.In this project-book, we address proposals whose conception (the idea) results from an analysis of situations convertible into thematic axes, with regard to spectacles that go beyond 2024.As advocated in our previous publications, "everything that doesn't stem from digital technology leads to digital technology". A SWOT analysis of the strengths and weaknesses, threats and opportunities, of the components of the "State" system has enabled us to document proposals for strategic activities that create wealth within communities, for communities and by communities.This project-book finds its target in EVERYTHING, because it develops subjects of general interest, which deserve the involvement of everyone in what concerns them, i.e. the running of the city's affairs.Because we'll never succeed as a singleton in a society, this approach draws its strengths from the PESTEL environment.
