Rita, the Raccoon, has opened up a manhole to one of her many dens and disturbed Mr. Manhole Cover while he was resting.

Rita finds out the Mr. Manhole Cover isn't happy with being in the middle of the road with people walking all over him, dropping sticky food and dirty trash on him, and there is nothing he can do about it and he is unhappy. He has decided that he needs to get away and his Traffic Cones have to save the city, pedestrians, and animals from get caught in the hole he left behind. Will he be found and want to return to his very important role with in the city?
