Unbeknownst even to him, he developed this ability due to a secret government program that manipulated his cells in his mother's womb in utero without either knowledge or consent. He's kept his power secret from everyone as it has developed; even his family and closest friends don't know about it. However, terrorists find out about the experiments and Conor's existence, and try to capture him in order to learn his secret. The CIA, who want desperately to keep the original experiments under wraps to protect both themselves and the country, also get involved in order to find Conor and make sure he doesn't fall into their hands, and it's clear they are willing to do that by any means necessary.
