Mr. Silversir had another idea in mind about how Billy could make good on his debt, without Billy getting his legs broken or thrown off the roof of a very high building.
If Billy could survive 3 pulls on the trigger of a six-shooter revolver loaded with 1 bullet, Mr. Silversir will forget about the money Billy owed him and let him live happily thereafter.
