In post-Covid-19 Stratford, Ontario, home of the Shakespearean Festival and regal swans, land and housing have become hot topics of conversation. In closed meetings, provincial officials have decided that thousands of hectares of the Greenbelt (land bordering municipalities which had been protected by law from development) must go back on the market so that new homes may be built. But who will benefit? No one is supposed to know about the changes until they take effect so that no one has an unfair advantage.

One man, however, has divined the changes in advance. Dr. Fred Sullivan, a brilliant and distinguished neurologist with dreams of opening his own research centre, isn't going to let a little thing like the law get in the way of making a profit. With the assistance of a disreputable landlord, Alan Morgan (known as Captain Morgan to his friends for his penchant for rum), Sullivan is going to do everything in his power to make his dream come true--no matter who gets hurt along the way.

What begins with a seed of "harmless" insider real estate fraud ripens into a harvest of criminal activity as more and more people are plowed beneath the doctor's machinations. Shots are being fired, people are disappearing, and mysterious "treatments" are being given to patients. The citizens of Stratford are getting nervous.
