"Given the federal government's centralrole in addressing many of theAmerican public's most pressingconcerns, it is critical that governmentperformance is managed effectively.GAO's previous work has shown thatmany federal agencies have struggledto adopt effective performancemanagement practices. Congress tooksteps to improve federal performancemanagement with the passage of theGovernment Performance and ResultsAct Modernization Act of 2010(GPRAMA), which included a provisionfor agency leaders to conductquarterly, data-driven performancereviews. As part of GAO's mandate toreview GPRAMA implementation, thisreport (1) identifies practices that canpromote successful data-drivenperformance reviews at the federallevel and examines how they are beingimplemented at selected agencies andacross the government, and (2)examines the impact of quarterly datadrivenperformance reviews onselected agencies' progress towardhigh priority and other performancegoals. To address these objectives, GAO reviewed academic and policyliterature; information from practitionersat the local, state, and federal level;and Office of Management and Budget(OMB) guidance. GAO surveyedperformance improvement officers at24 federal agencies and examinedreview implementation at threeagencies-DOE, SBA, and Treasury.
