This manual is an introduction to the precinct concept as a solution to the Diaspora aspirations captured in numerous reports, manifestos, constitutions and maybe even scriptures. The Diaspora may be a complex organism with diverse aspirations but after a vigorous multi-step distillation process, five priorities emerged: Benevolence, Industry, Development, Investment and Insurance (BiDii).

This manual seeks to establish the nexus between the priorities identified above and their practical application by using scenarios to encourage possibility thinking. It also uses Agile methodology to, among many other possibilities, create a national budget, start a political party from scratch or even prepare the ground for revival.
