With the economic turmoil, terrorist threats, political unrest and distrust of government that has developed, a significant portion of the citizens of the country have begun to feel that they have lost their Constitutional rights and that their legally elective government is not responsive and may not be aware of internal threats to the government and Individual Constitutional Rights by bureaucratic agencies or special interest groups. The major example presented by this book is the Internal Revenue Service (IRS) and the Direct Income Tax on Individuals. This is probably a major contributor to the stress imposed on ordinary citizens as individuals and possibly a cause of the economic stress felt by the individual taxpayer since these individuals may become more interested in non-productive tax avoidance and resistance activities rather than entrepreneurial activities which could improve business and the economy. Some relief to these tensions and pressures that are building up is required.& ; By analogous comparison to a mechanical pressure system, pressure relief provisions are required to prevent a catastrophic event. The people need an organization in which they can be & ; confident that they have a "Voice" and can instigate specific actions and legislation that will regain the rights and freedom that have deteriorated or have been lost as a result of bureaucratic actions by agencies that were not adequately monitored and controlled by Congress. This will tend to relieve some of their tension.& ; The instigation for the taxpayer to write this book was a full scale audit by the Internal Revenue Service (IRS) of a Federal Individual Direct Income Tax Return. Approximately two percent of the forty percent of taxpayer (who pay any significant taxes) are subjected to this undesirable encounter with a powerful government agency with its own laws, court system, and methods of enforcement within an atmosphere of fear and intimidation and is an affront to Liberty and the rights of citizens under the Constitution. An agency of this type is in effect an "Invisible Government" within our legally established and elected government.
