This monograph examines the organization of the Australian Defense Forces (ADF) present fire support systems at Brigade and Division/Joint Task Force HQ Levels, in an attempt to explore whether a revolutionary outcome can be made through the reorganization of the present structures. Organization change by itself is insufficient to bring about a revolutionary change like those expected from the Revolution in Military Affairs (RMA). There is little proof currently to suggest that the RMA has actually delivered any substantial discontinuous change to the way militaries conduct planning or operations. The RMA consist of a number of components, only one of these components is organization reform. This monograph explores the notion that the RMA is occurring now and will be realized through the adoption of organization reform, combined with the other components of the RMA, resulting in a discontinuous change in military affairs at the Brigade and Divisional / Joint Task Force Level. The monograph proposes the integration of targeting and information operations (IO) functions of the Brigade and Division/Joint Task Force HQ's, through the formation of an effects coordination center, to harness the technological improvement in C4ISR as well as precision munitions, to fully synchronize lethal and non-lethal effects. This reorganization is expected to achieve an increased staff efficiency, increased situational awareness and focus the effects management and information collection systems to achieve the commanders objectives. This linking of technological improvements and organizational changes will facilitate the enhancement to doctrine and provide the ADF with significant tactical and operational advantages throughout the entire spectrum of conflict, by the enhancement to the decision action cycle.
