It had been hoped that the globalisation of production and finance combined with the liberalisation of economic activity would reduce poverty in the least developed countries. However this has not been the case. The number of people living in poverty has increased and the poorest countries are failing to catch up. There is a need for a rethink of international development cooperation. The IMF is attempting to change the way it operates in poor countries so that the emphasis is on poverty reduction and growth rather than structural adjustment. The World Bank is reviewing its lending and the OECD has produced a report on bilateral aid. This report looks at economic growth and social trends in the 1990s and the challenges of financing development.
