Radka was born in Tetovo, Macedonia in 1939, and immigrated to the United States of America in 1940 on The Rex, the last passenger ship to leave Europe for the duration of World War II. Radka grew up in Oregon, and lived in Noblesville, Indiana, with her husband Jim Caviness (1933-2014) from the mid-1970s until her death in 2017.
