In the city-state of Urbia word reaches the ruling Ministry that the city's 'personality-stabilisation system' or 'dream-drain' has broken down. This tightly-controlled society of strict order is under threat. One of the millions of pipes that carry away the bubbles of 'liquid-dream' that form in the night and are sucked out through the ears of the sleeping population has sprung a leak. It is reported to the anxious public, suffering bizarre happenings, as a mere technical fault, now under repair. But deep within the worried corridors of power, behind polished ebony doors, a more serious explanation is suspected - saboteurs from their chaotic, riff-raff neighbour, Jazz Island. The Random Events Company - a secret police unit - is dispatched to bring the situation under control within the city. They must race against time and the shifting sands of reality to eradicate any loose liquid-dream and restore strict order. Meanwhile Detective Inspector Drake Mallard, who spent his early childhood on Jazz Island, is sent back there to track down, infiltrate and eliminate these saboteurs. But as he discovers new truths about his own life, his head is sent spinning. Will the seductive chaos of Jazz Island win him over, or will his commitment to duty keep him in his right mind?
