Issuance of Executive Decrees without Constitutional control

The present study of the subject presented and developed constitutes a global vision of the legal development of the Ecuadorian Public Administration throughout history, especially focused on the Executive Decrees issued by the Executive Function through its highest representative (President of the Republic), and its incidence or social influence by generating serious social impacts and negative consequences that have affected the Ecuadorian legal system. Being a transcendental subject, it is important to take into account that the hierarchical order is as the first scale of application, the Constitution supreme rule of direct application over any other, then we have the other laws, regulations among others; so it is illogical to think that a regulation or an executive decree can change the rules of a law and even more so that they are applied to change, contradict or harm the rights established in a law.
