International Public Policy Evaluation

We adopted an ethnomethodological research approach based on the model of the American sociologist Harold Garfinkel (1917-2011), based on an observation from within the evaluation activity itself. This localized analysis of the policy thus allowed us to work on locally observable facts, namely in our case: the implementation of the evaluation of cooperation. In other words, how was this evaluation carried out? We tried to demonstrate that the work of evaluation, like the work of expertise to which it is linked, is in fact subject to two opposing conceptions: one is objective and the other is legitimating. The main objective of this research was to conduct a localized analysis of international public policies based on locally observable facts, namely: the implementation of the evaluation of Moroccan-French cooperation in administrative matters (1995-2005).
