I guess it comes down to the meaning of the word "essentials." IT in any organization is a super high impact activity. It shapes the culture. It creates the impressions of the customers and suppliers. It impacts every process it touches. Thus, IT done well requires a very deep understanding of how the supported organization works, and what would make it better. This requires a deep understanding of the things that are the top values and priorities of the organization and what various metrics can tell the practitioner about how well IT services are performing from the point of view of those values and priorities. Alas, like so many books about IT, this one is mostly a discussion of various technologies and associated terminologies. That's all fine and good as far as it goes, but in many ways, it is almost totally beside the point.
