Improving Public Agricultural Policies

Improvements in public agricultural policies will have significant impacts on farmers' access to goods and services, enabling them to increase their productivity and, in turn, their incomes and living conditions. Particular attention must be paid to mechanisms that facilitate the establishment of the most effective institutional arrangements. The objective of this study was to contribute to an understanding of the factors that determine policy implementation; the process by which policy instruments are established and implemented; and the resources and mechanisms for stimulating investment. The implementation of institutional mechanisms for establishing a seed policy in Togo takes the form of instruments and measures designed to ensure the development of the seed supply. It seeks to establish a clear separation of roles and outlines the means by which the government can intervene effectively.
