It is determined by their moods. These factors will influence whether the training program can receive rewards or not after it is spent any expenditures are related to the training. Hence, the organization must not know whether how much rewards will be caused by the training program. It only know to plan how much expenditure budget will be spent to the training program. So, training seems to be one lottery game to be played by the player, he/she needs to spend money and time to participate the lottery game.Training course is similar to lottery game, the organization needs to spend time and money to arrange trainer and trainees to participate the training program. Hence, whether the worth of training which can earn rewards or not, it needs time to wait. It is hard to predict training reward.Indeed, economists tend to be unexpectedly indifferent to matters of money, such as cost of every training program. It is a complicating superficial distraction that can usually be assumed away without much harm being ( trainer and trainees, employees) done, such as waste or loss of the organization's time and money and human resource to prepare every training program.
