Featured on UNESCO's World Heritage List, Hue City is well-established as an international tourist destination with significant historic assets, including the Citadel and the Imperial City. Given the quality of the assets, however, the tourism offerings are underdeveloped. The links among the tourist areas and the Citadel are tenuous, and tourist activities are limited. Hue has also not succeeded in promoting strong growth in other economic sectors that would strengthen its ability to withstand downturns in tourism demand. Hue city has formulated a vision for integrated, sustainable development of the city and translated it into this time-bound action plan.
