Based on field experience, current understanding of rural development concepts, national policies in the DRC, and the availability of ARERDC resources, the purpose of these guidelines is to provide guidance to ARERDC staff responsible for developing water and sanitation programs and projects in the DRC, within the framework of CRS principles and policies. A companion CRS Water and Sanitation Strategy document, developed in Africa, provides the principles that underlie CRS' approach to development.
