This paper asks the question of whether or not there is a unity of effort between Homeland Defense and Homeland Security efforts. It explores current capabilities, resources and missions. The paper discusses present and future challenges to creating a unity of effort. The paper concludes that currently there is not a unity of effort and recommends that legislation may be needed to help the process along.
