There is a hunger in this hour that no political system can satisfy, that no economic theory can fill, and that no philosophical scheme can answer. It is the hunger for righteous government-not the government of men over men, nor the government of policies and parties, but the government of the Head over the body, of the Anointed over the anointed, of the Christ over the Church and through the Church over the nations.
This book is not a treatise on church polity. It is a revelation of divine architecture. It is the unveiling of how God Almighty has constituted His government in the earth-not by ballot, not by coup, not by inheritance of bloodline, but by union with the Head. The Lord Jesus Christ is not merely the founder of a religion. He is the Head of a body, the Husband of a bride, the King of a kingdom, the Headstone of a building. And the Spirit of God has been poured out so that the body may obey the Head, the bride may receive the Husband, the kingdom may answer the King, and the building may rise up upon the cornerstone.
Headocracy is the only form of government in which the governed do not lose their freedom but find it. It is the only form of government in which submission produces sovereignty. It is the only form of government in which the smallest member shares the dignity of the Head, because the Head and the body are one. This is not democracy, because the people do not rule-Christ rules. This is not theocracy in the Old Testament sense of priests and prophets mediating between a distant God and a distant people, because in Headocracy the Spirit of God dwells in the body and the Head dwells in the Spirit. This is the government of the new creation. This is the government of the age to come breaking into the present age. This is what Paul saw when he wrote that God hath put all things under His feet, and gave Him to be the Head over all things to the Church.
The reader who comes to these pages looking for a manual of authority will find instead a manual of union. The reader who comes looking for hierarchy will find instead headship. The reader who comes looking for control will find instead consecration. For the government of the Head is not the imposition of will upon the unwilling-it is the impartation of life to the willing. The Head sends life down to the smallest member, and the smallest member sends loyalty up to the Head, and the body grows up into the Head in love.
