Veterans are not clustered in wealthy communities. They are distributed nearly evenly across the civic health spectrum - 7.3% of Q1 county populations versus 7.6% of Q4. When they come home, they come home to the communities they left.

Volume 9 documents what those communities provide -- and what they don't. Q1 veterans face unemployment at 4.3% versus 2.6% in Q4. VA loan denial rates are 28% higher. The nearest VA averages 25.7 miles in Q1 versus 19.2 in Q4. For Native veterans, 97.3 miles.

The installation finding: counties with major military installations average a civic health score of 36.2 versus 44.9 without. Cumberland County NC - home to Fort Liberty - has a VA 0.9 miles from the base. Its civilian population lives 5.73 years below the NC state average. The gate is the boundary.
