John Locke's "Two Treatises on Civil Government" was published in 1690. That work provided the philosophical basis underlying the United States Constitution. The author was a law student when a wrong answer to a right question triggered the search for the answers in this book. He is now emeritus and retired. He has worn many hats that require the exercise of powers to decide during the half century plus between those two dates. He has seen many evolutions of nations, societies, economies, technologies, knowledges, and-- let the list go on-- in that time. He has seen how all fit within the science of "power."
