In 1999 the Archbishops' Council set up a working party to conduct a review of clergy stipends. In order find out how clergy are managing financiallly, the review group commissioned a survey of all the clergy and licenced lay workers who are listed on the Church Commissioner's payroll. This report contains the full results of that survey, including answers to questions such as how many clergy own their own homes; how many clergy are in debt; what the clergy feel about higher stipends to Bishops; and what clergy job satisfaction is like.
