Great look at how and why our tax system is the way it is at the state and local level

This book provides an excellent overview on the variety of forms that state and local governments can partake in to finance their expenditures. It covers everything from the budget review process to various forms of taxation and their effects on society. The book is much more policy focused then an econometric analysis of tax codes and fits into the public policy side well. Analyzing progressive vs. regressive taxes and their effects on society is also a major focus of the book. For those who want to gain a basic understanding of why our tax system at the state and local level is set up the way it is and the various forms of taxation open to governments this is a great place to start.
