Every three days a different American institution is targeted. The bomber is very good at what he does. After each successful bombing, people increasingly begin to fear going out into public places. How do you stop a U.S. citizen who just walks into buildings looking like anybody else and then blows them up? This is the near impossible assignment given to Gino DiCarlo of Homeland Security. The clever agent has all he can handle in matching wits with the bomber.
