In a neoliberal, pluralist, representative and electoral democracy, the people are the holders and guardians of political power, which they exercise either indirectly through their elected representatives, or directly by referendum. Educating citizens to vote is therefore essential if we are to build a truly democratic state in which the people establish themselves as the sovereign authority of power.
