Lowell Clarence Douglas was born in 1939 to parents Lowell Newton Douglas, Athletic director and head baseball coach at Baylor University, and Lois Smith Douglas, professor of English at Baylor University. Lowell attended public schools in the Waco, Texas, school system before entering Baylor University. Lowell moved to Houston, Texas, to work in the computer department of Tennessee Gas Transmission Company and continue his education at night school at South Texas College of Law. Lowell graduated from law school, obtaining a doctor of laws degree.
