"Uranium is a key component in theproduction of nuclear energy andnuclear weapons. The Department ofEnergy (DOE) manages the nation'ssurplus uranium, which is derived inpart from former nuclear weaponsproduction. In 2008, DOE published auranium management plan that set atarget for DOE uranium sales andtransfers to avert harm to the domesticuranium industry. In 2009, DOE beganusing natural uranium to pay forcleanup work at a former uraniumenrichment facility in Ohio, withouthaving identified such transactions inits 2008 plan.As directed, GAO reviewed DOE'suranium management program. Thisreport examines (1) DOE's uraniumtransactions and plans for futuretransactions, (2) the extent to whichthese transactions were consistent withDOE's uranium management plan, and(3) the extent to which thesetransactions were consistent withfederal law. GAO reviewed transactiondocuments and contracts andinterviewed knowledgeable DOE, contractor, and uranium industryofficials and uranium market analysts.
