Environmental protection in the public management of the state of Amazonas is key to conserving natural resources and biodiversity, given the global importance of the Amazon region. This dissertation analyzes the effectiveness of state environmental policies through literature review and documentary analysis. It examines the practical implementation of such policies, institutional weaknesses and operational challenges, proposing strategic recommendations. The cases of the Belo Monte and Balbina hydroelectric plants illustrate the environmental impacts and tensions between economic development and sustainability. The findings show regulatory advances, but also problems such as insufficient oversight and lack of coordination between levels of governance. The proposals aim to integrate economic growth and environmental preservation based on socio-environmental justice. The study highlights the need for interdisciplinary approaches and greater social participation, serving as a technical reference for managers, policy makers and researchers in similar contexts.
