This report examines the changes to employment policies and practices mandated as part of sex and race employment discrimination litigation. The report is based on the analysis of more than 500 consent decrees (court supervised pre-trial settlements) that were negotiated by the Equal Employment Opportunity Commission (EEOC), the U.S. Department of Justice (DOJ) or private law firms, and on the negotiation and implementation of four in-depth studies of sex discrimination consent decrees. It makes recommendations on how to improve the effectiveness and reach of employment discrimination consent decrees.
